If you have paint splatters dried in then you are going to want to remove those as well as these will cause issues with the PVA. An important point to make is If the surface you are working on is external and likely to be washed with rain regularly, PVA is not the best product to use. Once the sealer has been applied wait for the concrete to dry out. It won’t take long but it’s best to leave it overnight so leave at least 12hours but it’s best to leave about 24 hours to ensure that all the sealer has completely dried into the concrete. 7.
