The defining difference between this and other types of consumer units is the fact that it does not have a 'Main Switch'. Isolation of the board is handled by the single RCD. As they are very sensitive to the slightest bit of earth leakage, it is not practical to fit one RCD to protect the whole house, hence the reason they are split over 2 circuits, normally one upstairs and one for downstairs.
