The Germans were intent on setting up an autonomous administration and endeavoured to persuade Albanian leaders to form a government to take over the administration of the country themselves. Many hesitated, in particular when rumours spread that British forces were preparing to invade Albania. Kosovo Albanian leaders, however, realising that a German defeat would mean a return to Yugoslav rule, were more willing to cooperate. On 14 September 1943, an Albanian government was then set up under Cafo Beg Ulqini, Ibrahim Biçaku of Elbasan, Bedri Pejani and Xhafer Deva of Kosovo. [8] The national assembly, composed of 243 members, began to function on 16 October 1943, electing a four-member High Regency Council ( Këshilli i Lartë i Regjencës [ sq]) to govern the country. [8] The new government, which promised to remain neutral in the war, succeeded in restoring a good deal of stability. The administration and justice systems functioned once again, and Albanian schools were reopened throughout northern and central Albania. Steps were also taken to implement a land reform. [8]

After World War II ended, the Balli Kombëtar were defeated by Yugoslav and Albanian communists. The Ballists were so thoroughly discredited by their collaboration with the Nazis that there was no chance of them having a role in postwar Albania, though it took until 1945 to finish them off. Ironically, the Ballists' decision to work with the Nazis brought about the one thing they had sought to prevent – a Communist-dominated government. Balli Kombëtar fighters fled the Balkans to Austria, the United States, Australia, Switzerland and South America. The Ballists who did not escape were executed. An organization was set up in exile. Resistive ballasts were the only type that was usable when the only supply available to power the fluorescent lamp was DC. Such fittings used the thermal type of starter (mostly because they had gone out of use long before the glow starter was invented), but it was possible to include a choke in the circuit whose sole purpose was to provide a pulse on opening of the starter switch to improve starting. DC fittings were complicated by the need to reverse the polarity of the supply to the tube each time it started. Failure to do so vastly shortened the life of the tube. Albanian communists joined forces with the Balli Kombetar, an active Kosovo Albanian nationalist organization. Nevertheless, the agreement reached in the village of Mukaj on 2 August 1943 turned out to be a short-lived one. Ballast is dense material used as a weight to provide stability to a vehicle or structure. Ballast, other than cargo, may be placed in a vehicle, often a ship or the gondola of a balloon or airship, to provide stability. A compartment within a boat, ship, submarine, or other floating structure that holds water is called a ballast tank. Water should move in and out from the ballast tank to balance the ship. In a vessel that travels on the water, the ballast will remain below the water level, to counteract the effects of weight above the water level. [1] The ballast may be redistributed in the vessel or disposed of altogether to change its effects on the movement of the vessel. Ballast was also a component used in early model automobile engines that lowered the supply voltage to the ignition system after the engine had been started. Starting the engine requires a significant amount of electrical current from the battery, resulting in an equally significant voltage drop. To allow the engine to start, the ignition system was designed to operate on this lower voltage. But once the vehicle was started and the starter disengaged, the normal operating voltage was too high for the ignition system. To avoid this problem, a ballast resistor was inserted in series with the ignition system, resulting in two different operating voltages for the starting and ignition systems.

Some Italians took refuge in the mountains of Albania, while about 15,000 Italian soldiers surrendered to Albanian partisans. Some Italian troops led by Arnaldo Azzi, ex-commander of Firenze Division, created CITM, ( Comando Italiano Truppe alla Montagna [ it]) (Italian Command of the Troops in the Mountains). Its objective was to resist German troops with help from the Albanian Partisans. They managed to create some units of Italian soldiers under their command, but these troops were dispersed in the months of October–November 1943, by the German winter offensive. The officers of this command were attached to British missions in Albania and were repatriated to Italy in August 1944. The Albanian armed resistance proved ineffective against the Italians and, after a short defense, the country was occupied. On 9 April 1939, Zog I fled to Greece. [11] Furthermore, thousands of Cham Albanians were driven out of Greece and accused of collaborating with the Axis occupation forces. The Balli Kombëtar was officially founded in November 1942 by joining the efforts of a series of nationalists. It tried to find an agreement with the Albanian partisans of communist affiliation, led by Enver Hoxha and grouped in the "Movement of National Liberation" ( LANÇ, for its acronym in Albanian), trying to attract them to the nationalist cause. However, the Balli Kombëtar condemned any cooperation of the LNC with the Yugoslav partisans, whom it considered natural enemies of Albania, which would soon be a deal breaker.
