I think the reason it’s very heavy handed is because the spoolie brush on both sides are widely spaced, thus it deposits a huge amount of product on your brows or lashes.

I was excited to try it when I bought this yesterday as all elf's products are pretty good but this one is not even worth the two dollars. It helps eyelashes hold a curl and adds volume and length without color, giving a more natural look. It leaves your eyes brows in place and for the lashes too is amazing if you want more of a natural look. I used it as a primer before my mascara and it did a great job of separating lashes and preventing clumps.
